Stage 2 of the Design for Manufacture competition asked shortlisted bidders to submit proposals for a development using their designs for homes which can be built with a construction cost of £60,000, or equivalent cost efficiency.
To provide the bidders with an equal and real setting upon which to base their proposals, they were all asked to submit their ideas for a development on the same plot of land a site in Oxley Park, Milton Keynes.
English Partnerships and the Office of the Deputy Prime Minister (now Communities and Local Government) have also looked for a consistency across all of the bids to ensure that judging could be carried out in a fair way, and that consortia had the opportunity to test their ideas on a common basis.
In Stage 3, consortia were invited to bid to develop sites provided by English Partnerships and South East of England Development Agency (SEEDA).
English Partnerships first assessed each of the entries. These assessments were then validated by an Office of the Deputy Prime Minister-appointed Evaluation Panel of independent industry experts. This panel made recommendations to the Deputy Prime Minister who took the final decision on which entries had met the challenge, and which were invited to Stage 3 to bid to develop on one or more of the 10 sites available.
